[TLUG] how to encode chinese charactors in big 5 with emacs-20.4

Hi.

I use emacs-20.4 but I cannot save chinese text with big5.

Options are as follows:
./configure --prefix=/usr --libexecdir=/usr/lib --infodir=/usr/info \
  --x-includes=/usr/include --x-libraries=/usr/X11R6/lib \
  --with-x-toolkit=athena

I used

	M-x setup-chinese-big5-environment
	M-x set-language-environment Chinese-BIG5
	M-x set-input-method chinese-py-b5

but when I pressed C-x C-s, big5 didn't exist among choices.
There are:

Is there any good way?
Or is another additional elisp package neccessary?
My purpose is to send mail with mutt and emacsclient.
